I’m guilty of overlooking OVE because they are mostly used as cannon fodder for whichever feud Callihan is engaged in. I do think your assessment is correct. When they debuted, I didn’t understand any of the hype about them and thought that Impact was showing their desperation after losing the Hardys. Once Callihan was added, their ability to deliver in a match (even a singles match) was enhanced exponentially Exactly. I feel like I had to be living in Ohio to be excited about them showing up. When they came in I was like "who the hell are they"

Other than their initial run to the titles, that seemed to be more of an enhancement for LAX than anything else, really nothing of note has Ben done with them in quite some time. I think you’re correct that it might be a good time for Impact to provide them a push.

I'm not really a Callihan fan so I tend to ignore whoever he is with.

I wasn’t a fan of his at the start of his Impact run but he’s grown on me. He’s pulled good matches out of programs with opponents that I thought would suck. I find him entertaining now.
