Seriously is there one champion out there right now that even the hardest of hardcore NWA fan is interested in let alone the general wrestling community?
Jax Dane has been NWA World Heavyweight Champion for ten months I've never seen one exciting match or angle from the guy. There are so many great options out there in the NWA but the powers that be are seemingly into the long drawn out reign of Jax Dane.
Seriously, my closest Indy that runs three or four towns over has a more legitimate champion than Jax Dane and they're one company not thirty.
The others need to be changed as well, in my opinion the current champions should be as follows:
NWA World Heavyweight Champion: Trevor Murdoch (You all know my reasons)
NWA World Tag Team Championship: These are the only champions I wouldn't change.
NWA World Junior Heavyweight Championship: Chase Owens (Simple. Home promotion one of the biggest in NWA and he's working around the world)
NWA National Heavyweight Championship: Jax Dane (Simply because the NWA is in love with him)
NWA North American Heavyweight Champion: Ray Rowe (Keeps a singles title in Texas)
NWA World Women's Champion: Santana Garrett (Probably the busiest woman on the Indies who isn't signed)
Forget the rest of the bod champions, nobody cares about them.

I was watching the Top 200 UFC fighters of all time and they kept showing Severn with the NWA belt. He looked like a bad ass.
NWA World Champion: Jason Kincaid, great in the ring, ok but decent on the promo, can play both heel and babyface extremely well, has a different look and can wrestle his ass off. His buzz is growing I could see him getting a ROH contract within 12 months.
North American Champion: Chase Owens
Women's champion: Joey Ryan, think about that one.
National title: I would focus on a complete unknown that works a lot. Build him up throughout the years.
Jr. Heavyweight: Flamita or lease the belt to either Lucha Libre Elite or AAA.
World tag team titles: War Machine

I think you'd be looking at half the gate and you'd still need to put some money down just in case Rhodes arrives to defend the belt only to find out that there are 7 people there and his share is 35 dollars and a hot dog.

Never said a company NEEDS names. Allow me to get my opinions on "name" talent out there because I think I unfairly get the "He just cares about names" label.
From a regional indy perspective it's really case by case. I live in an upper class area (No, I'm not upper class) and my local indy draws about 250-300 for each show they do and they do this with tickets at 25 ringside 15 general. They recently hired Orlando Jordan (Who lives in Australia now) to come in and win their heavyweight title. I don't know what they make or lose but Orlando Jordan works for 750 a show here in Australia so with flight (He lives in another state) and hotel he'd probably cost them a grand. For them, due to their big crowd and the fact that they're most likely profiting it makes sense to bring him in. Not because he's selling them 50 tickets but because the fans see something fresh, the workers benefit by working with him and the promotion gets a little prestige boost by having a former WWE/TNA guy wrestling as their champion.
If you look at my hometown indy though from where I grew up they're about two hours down the road, they sell about 100-150 seats and charge just 10 dollars. For them, they're better off using Madison Eagles (Who is a regular for them) who can draw just as many people without the cost. I saw Raven wrestle in the city two hours down the road and the crowd was legitimately about 75 people. They're not interested in it, the locals can do better than name guys so there is no point in bringing them in.
From an NWA perspective they're an international brand with territories all over the USA and also Australia. They need a World Champion that an international audience can recognise so in that case, they do need a name to remain relevant and give their local promoters a World Champion to be proud of. You think anyone here in Australia gives a shit about Jax Dane? Hell no.
The problem with the NWA is that Bruce Tharpe has the "just take the money" motto which means a lot of his promotions are indeed the lower level indies with small populations who draw the same 100 people at 10 dollars a ticket. If you have a high end champion who might cost anywhere between 1000-2000 dollars in match fee alone can you expect that indy to bring that guy in and lose their ass? Of course not.
If it were me, I'd have set aside the membership money for something like this. I'd send out a mass E-Mail asking who would want Cody to defend the NWA World Heavyweight Title in their promotion. You then dip into the membership money and have Bruce Tharpe pay half of it. For example, if Rhodes is 1500 dollars you'd have Tharpe pay 750 out of the NWA money and allow the promoter to pay the other 750 and the flight/hotel. If he was smart he could arrange Rhodes to appear in six NWA promotions (Costing him about 4500 dollars) allowing a three to four month title reign for Rhodes. You could then have him drop it to a more affordable name and try to bring the NWA back to some kind of limelight.
